AVERAGE IN FORTNIGHT 1918 RATE DOUBLED (Eliic. Tel. Copyright—United Press Assn.) (Reed. Sept. 22, 9 a.m.) LONDON. Sept. 21. A communique issued by the Ministry of Information announces that the sinkings of German submarines in a fortnight worked out at an average of three to three and a half weekly, compared with an average of just over one weekly in 1917 and one and a half weekly in 1918.

It is believed that Germany possessed 30 submarines of over 500 tons each ready for sea when the war began.
