ENVOY TO MOSCOW
TURKISH MINISTER (Reed. Sept. 18. 9 a.m.) LONDON, Sept. 16. It is officially announced in Istanbul that the Turkish Foreign Minister has gone to Moscow to conclude a TurkoSoviet mu,tual assistance pact, to maintain the Black Sea and Balkans security.
It is authoritatively stated that Turkey is not signing a pact unless she is convinced that it is compatible with Atiglo-Turkish commitments.
