BETTER UNDERSTANDING AIM OF JAPANESE (Reed. Sept. 18, 9 a.m.) NEW YORK, Sept. 15. The Secretary of State. Mr. Cordell [lull, conferred with the Japanese Ambassador, Mr. Horinonchi. says the Washington correspondent of the New York Times. This is regarded as another indication that Japan is exploring the possibility of a better understanding between Japan and the United States.

Diplomatic circles suggest that the fact that Japan is turning towards the United States is an outcome of the change'in the Cabinet. It is assumed it will be some time

before the discussions warrant concrete proposals. The Japanese Embassy simultaneously released a statement tof Japanese policy and aims, declaring she is making an effort to clarify the basic principles and adjust foreign relations to settle the China affair by proper and appropriate steps. The statement outlined Japan’s position in relation to the economic ciuestions and internal problems.
