LOWEST ON EE CORD CHILD MORTALITY DOWN (Elec. Tel. Copyright—United Press Assn.) (British Official Wireless.) Reed. 9 a.m. RUGBY, Sept. IG. The death rate for the year was the lowest ever recorded, while there was a slight upward turn in the birth-rate. Maternal mortality for the lirst time fell below three per 1000 births. Infantile mortality also reached a new low record and deaths from tuberculosis fell sharply.
