RUSSIA AND JAPAN NON-AGGRESSION AIM MANCHUKUO DISPUTe PROPOSALS TO CIIIANG (Elcc. Tel. Copyright—United Press Assn.) (Reed. Sept. 16, 11.50 a.m.) LONDON, Sept. 15. The Moscow representative of the Associated Press of America says that Russia and Japan are reported to have reached an armistice concerning the Manchukuo-Mongolian border dispute. Observers expect the move to lead immediately to the signing of a nonaggression pact. A Tokio message quotes the newspaper Hochi, which reports that the German Ambassador has been, ordered to Berlin, ostensibly to recommend Germany to induce Russia to end her assistance to China. The paper adds it is believed that Russia will agree. The Tas News Agency denies that the Soviet Mongol troops occupied or are planning to occupy a single inch of Manchurian territory. Tiie Japanese Cabinet has proposed fresh peace terms to Marshal Chiang Kai-Shek. Japan is speeding up the extension of the Shansi railway towards Outer Mongolia. Tens of thousands of Chinese are conscripted to carry on the work
