PURCHASES TRANSFERRED
RUSSIAN TRADI3 PARTY
(Reed. Sept. 15, 9 a.m.) LONDON, Sept. 13. A Russian trade delegation arrived to-day, but owing to the British wartime restrictions it is transferring its purchases of machinery and other heavy materials to neutral countries, including Scandinavia, and possibly the United States. Members of the delegation insisted that the step was prompted by commercial and not political considerations.
