TRADE CONTROL RULES WAR-TIME MEASURES ■
Public interest in the food situation in New Zealand, and the steps taken by -some householders to provide against an immediate shortage of essential commodities, suggests that the warning issued by the Price Investigation Tribunal should merit the attention of all readers.
The announcement calls attention to the price stabilisation emergency regtilations, which were gazetted on September 1 and which forbid the raising of prices of goods above the level at which they were being sold on that date. Officers of the Government have been directed to watch local prices, and to report to the tribunal any cases in which a breach of the regulations appear to have been committed.
Clause 9 of the regulations applies to buyers as well as sellers, and is quoted as under:
“No person shall purchase any goods for the purpose of hoarding, whether in contemplation, of ultimate re-sale or ultimate personal consumption or otherwise howsoever; and no person shall sell any goods to any other person, whether for re-sale or otherwise, if he is of the opinion or if circumstances exist under which he would reasonably be of opinion that such other person requires such goods for the purpose of hoarding and not for normal consumption in the course of business or for normal consumption.”
