A Tokio message states , that a change in the Japanese Government policy has made General Abe’s Cabinet the sole contact with the Emperor. The War and Navy Ministers are restricted, consulting the Throne only on matters of ., Thps indicates tlie elimination, of? the meddling which has complicated foreign problems. Coincidentally the Japanese Government emphasised its intention to concentrate on a .settlement of tlm Chinese war and maintain an independent foreign policy.
