CANADA PREPARES MILLIONS FOR WAR APPROVAL BY HOUSE MINISTER\S EXPLANATION (.Reed. Sept. 12, 2 p.m.) OTTAWA, Sept. 11. The Canadian House of Commons passed the second reading of the War Finance Bill. ■ The Minister of Revenue, Mr. J. L. Ilsley, said that the cost of the war could not be estimated in advance. Financial decisions were made as needed.

Of the £13,000,000 appropriated fon national defence in the fiscal year, £10,000.000 might not be expended. It was inexpedient to disclose the plans in detail. The.defence department wished to buy new ships and equip others for coastal defence. The air force needed aircraft and additional funds for training. There should be no difficulty in effective air co-operation with the United Kingdom.

It was estimated that from all departments the additional war requirements would total £25,000,000.
