MELBOURNE DECISION

(Reed. Sept. 12, 9 a.m.) MELBOURNE, Sept. 11. The war lias made necessary the cancellation of all but three items in the spring carnival arranged in Melbourne to coincide with the arrival of the Duke of Kent, who was to have taken over the post of GovernorGeneral of the Commonwealth. Street decorations, the floral pageant, the Queen carnival, motor and air rallies and the military tattoo have been cancelled.
