ACTION IN DUBLIN (Reed. Sept. 12, 9 a.m.) DUBLIN, Sept. 10. Detectives arrested four members of the Irish Republican Army, including two signatories to the proclamation. The Times’ Dublin correspondent says that the arrest at the week-end of' four prominent Republicans, two of whom signed the I.R.A. ultimatum to Lord Halifax in January, shows that the Government is determined to check their activities.
