DICTATED P.Y REASON (Reed. Scot. 7, 10 a.m.) BRUSSELS. Sept. 5. The re-shuffled Belgian Cabinet has presented the Chamber with its declaration of policy of neutrality. This, it is stated, is not the result of improvisation; it is dictated by reason, by geographical position and by the most legitimate interests.
