AMERICAN EMBARGO
MILITARY PLANES UNFILLED ORDERS (Reed. Sept. 7, 11 a.m.) WASHINGTON, Sept. 6. President Roosevelt's second proclamation implements the Neutrality Act, and provides machinery for the arms embargo. It is not known whether Australian or New Zealand orders are involved, but they also would be nullified. Orders for £7OOO worth of military planes remain unfilled at a Southern Californian aircraft factory as a result of the neutrality embargo.
