WAR BY OTHER STATES SCANT PRESS REPORTS (Elec. Tel. Copyright—United Tress Assn.) (Rood. Sept. 5, 9 a.m.) MOSCOW, Sept. 3. The British declaration. o£ a state of, war with Germany and the French decision to aid Poland are not widely known in Russia. Moscow newspapers only briefly report world events. The Polish Ambassador has informed the Soviet Government of the German aggression against Poland, which would accept a war forced on her by such aggression. Civilians of the Red Army reserve have begun registration. The numbers of the classes are not known, but it is believed that a similar order has been issued in other large centres. It is stated in circles close to the Soviet that the Government and the Red Army would never light beside tire Nazis, but considered that Russia would sell war materials to both sides, following the precedent established by the United States during the civil war in Spain.
