£5,000,000 SOUGHT VICEROY’S PROCLAMATION (Reed. Scot, 0, 10 a.m.) LONDON, Sept. 5. The Government agreed to ask Parliament for an increase of £500,000 in the annual grant to aid Indian defence. In addition it was agreed to propose a capital grant up to £5,000,000. A message from New Delhi states that the Viceroy, Lord Linlithgow, has proclaimed a state of grave emergency throughout India and promulgated the Defence of India Ordinance, giving the Executive Council wide powers.
