CONFIDENCE OF KING « ARMY ON FRONTIERS (Reed. Sept. G, 9 a.m.) BRUSSELS, Sept. 5.
The Belgian Cabinet is submitting a bill to Parliament to give King Leopold full power to govern in wartime. King Leopold, in a broadcast to the nation, said: “War has knocked at our gates, but our security is assured. A strong and disciplined army guards die frontiers.”
