RESIDENTS OF HONG KONG CITY ON WAR BASIS (Reed. Sept. 4, 1.20 p.m.) HONG KONG, Sept. 3. The correspondent of Jhe Associated Press of America states that German residents have been rounded up and interned in a requisitioned Catholic Church school which has been enclosed by barbed wire. The city is on a complete war basis. Volunteer air raid wardens have been solicited, and ships are posted at the harbour entrance and strict censorship has been imposed.
