The price stabilisation regulations were explained by the Minister of Industries and Commerce, the Hon. D, G. Sullivan, yesterday. “The regulations are issued pursuant to the Public Safety Conservation Act, 1932,” he said, “and to the proclamation of an emergency now in force under the Act. The regulation? are a temporary measure designed tc supplement the existing legislation in recpect of price control and intended to apply during the period immediately following upon the emergency conditions.
“The regulations provide that nc person may sell goods at a price which, is higher than the lowest price at which he sold or was willing to sell such goods on the day fixed by the regulations, -September 1, 1939. The regulations do not apply to a contract of service between master and servant. Similarly, it is provided that no person, who is performing any services, shall perform similar services at a rate or fee -which is higher than the rate or fee at or for which he performed or was willing to perform such services on 'September 1, 1939. In other words, the prices of goods and the rates of services cannot foe increased during the period in which the regulations remain in force. > This step has been taken with a view tc the preventing of any immediate and unjustified Increase in the buying cost of goods and services to the public. There is no reason, therefore, for the public, to become anxious as to supplies or prices.
“.Moreover, there is no reason why every person should not be able tc buy his normal requirements of all commodities from his usual suppliers. The public arc recommended to confine their purchases to their usual suppliers, as this will facilitate continuity of supplies and assist merchants and retailers to continue trading on their normal basis.”
