TERRITORIAL PLAN COMMAND FOR PIEDMONT STATE OF EMERGENCY ‘ (Reed. Sept. 1, noon.) /ROME, Aug. 31. Signor Mussolini, acting in the capacity of War Minister, 'has ordered the Italian Territorial Army to be divided into two armadas, the first commanded 1 by the Prince of* Piedmont, and the second commanded by Marshal Graziani.

Marshal Badoglio has been, appointed Commander-in-Chief of the army, navy, air force, and militia.
