JAPANESE MEASURES MOSCOW PACT AFTERMATH ‘ ‘DELICATE SITUATION’' (Elec. Tel. Copyright—United Press Assn.) (Reed. Aug. 31, 11.30 a.m.) LONDON, Aug. 29. The correspondent of the Associated Press of Great Britain in Tokio, says that large forces were rushed to Manchukuo as a result of the Russian-German pact. The Prime Minister, General Abe, in a broadcast to the nation, said that in view of the delicacy of the situation, he was taking measures at home and abroad, with the China incident as the focal point, and appealed for national co-operation. A Moscow message 'states that the Soviet Government has decorated 936 soldiers from Outer Mongolia and' Manchukuo, including General S'htern, who is reported to be in charge of Russian troops fighting the Japanese.
