EMERGENCY POWERS
WESTMINSTER APPROVAL SAFETY AND PUBLIC ORDER (British Official Wireless.) Reed. 9 a.m. RUGBY, Aug. 25. By the Emergency Powers Defence Bill, which is of 12 clauses, the Government takes wide and drastic powers. It provides that the King may, by Order-in-Council, make the necessary regulations for public safety, defence, maintenance of public order and efficient prosecution of war and for maintaining supplies and essential services. It does not, however, authorise the imposition of any form of compulsory military service or industrial conscription. In moving the second reading ot the bill, the Home Secretary, Sir Samuel. Hoare, gave a number of important explanatory assurances which were accepted by the Opposition. These included a promise that the powers conferred' would not 'be used in labour disputes, and undertakings that not until an actual outbreak of hostilities would press censorship' be imposed or regulations affecting the liberty of subjects be issued. No special tribunal would be created under the Act, CRICKET TOUR ABANDONED (Reed. Aug. 26, 11 a.m.) , LONDON, Aug. .25. The West Indies cricket team has abandoned its tour of Britain and is leaving for Canada to-night.
