(Reed. Aug. 24, noon.) LONDON, Aug. 23. The Foreign 'Secretary, Viscountt Halifax, will broadcast from Downing Street at 9.30 p.m. on Thursday. His speech will be relayed throughout the world. Herr Hitler is to speak at Tannenburg at 11 a.m. on Sunday.
