RUMANIA PERTURBED
TURKISH DETERMINATION (Reed. Aug. 24, 9 a.m.) LONDON, Aug. 23. A report from Bucharest says that political circles are perturbed owing to Rumania’s alliance with Poland. The Foreign 'Minister, M. Gafencu, is consulting his advisers and foreigndiplomats. It is the opinion that the dilatoriness of the Western Powers in the Russian negotiations has led to Russian-German rapprochement. The Istanbul correspondent of The Times' says -that Turkey is surprised and cautious, but is determined to resist aggression in accordance with her pledge. 'She is aware that Western prestige had suffered a blow.
According to reports from Helsinki, Finnish observers are pessimistic, the main anxiety' being that Russia and Germany may co-operatively -threaten Finland’s independence.
The Bratislava correspondent of The Times says that a huge demonstration demanded the return to Slovakia of the Cavorina district, Which Poland took in the autumn.

A message from Brussels reports that Switzerland has declined to join a 'conference of signatories to the Oslo convention.
