Protective walls of sandbags tire being hurriedly erected in the concessions as a result of a rapid Hse of flood waters.
The Japanese electrified barricades are almost submerged and the Japanese military road is only Bin above water. Chinese refugees are pouring into the concessions. The British municipality have proclaimed a state of Hood emergency as from ti a.m. on Monday. Flooding of the entire .British and French concessions is considered inevitable.
The palatial .foreign country club is flooded and the racecourse is 4ft under water. The whole countryside is a vast expanse of water.
The Japanese sentries are relaxing the blockade. Russian dairymen are permitted to drive in cattle. Eight trucks of vegetables entered without a search to-day.
