MINING OF BRIDGES GARRISONS REINFORCED (Reed. Aug. 21, 10 a.m.) LONDON, Aug. 20. . A Basle message states that an antiSwiss whispering campaign in southern Germany and a heavy concentration of troops near Basle has resulted in a .strengthening of the Swiss garrisons on the Italian-German frontiers. All roads and bridges are mined and are guarded incessantly. The Italian border garrisons are being strengthened. Trbops arc moving up: to the French frontier from Trieste,, from Venice and from Milan.

German troops are passing across the Brenner Pass to Italy and are repeatedly arousing hostility among the Italian Tyrolese.
