After a long discussion in committee on overcrowding at Malvern maternity home, the Ashburton Hospital Board resolved that a “means test” be initiated as from next meeting if it i.s found that in the next month the position regarding accommodation is not relieved.

It was pointed out that this amounted to a capacity test rather than a "means test.”

Dr. Wells, chairman of the committee that reported on tile matter, said that, following the introduction of uic social security benefits, prospective patients had transferred from private nursing homes to Malvern. An alternative to a "means test” would be provision for another 50 or 00 patients
