POWERS TO FRANCO

NEW RULE IN SPAIN RIGHTS AMOVE CABINET (Reed. August 10, 11 a.m.) BURGOS, August 9. A decree announces the appointment Of General Franco as Prime Minister of Spain without a portfolio and dissolves the deputy Premiership held by Senor Jordana. ' It provides for a defence junta with General Franco as president. The quota includes the war, navy and air Ministries. A new Cabinet of 12 members is to be appointed. The names are not yet announced. It is anticipated that Senor Suner will be the Minister of the Interior, General Franco is empowered to issue laws and decrees without consulting the Cabinet, whenever such is necessitated by an emergency.
