ROOSEVELT WARNING
EXECUTIVE HANDS TIED NEUTRALITY BILL CHECK (Reed. August 10, 9 a.m.) NEW YORK, August 9. President Roosevelt, at a press conference to-day, declared that the defeat of the Neutrality Bill had tied his hands in the event of another war crisis arising while the failure to pass the spending and lending programme might place American business on the brink of a precipice by next spring. He emphasised the gravity of the gigantic gamble, saying that it first jeopardised the safety of 1,500.000,000 persons and the second threatened the welfare of millions of Americans. He'said that the coalition was liable for the full blame if a catastrophe, occurred. The Republican minority and the group of anti-Administration Democrats had gambled that war would not break out until after Congress reassembled in January. If they were wrong Mr. Rosevelt gave a warning that he would be left powerless to avert a crisis as he did in September of 1938 and April of 1935.
