LARGE AREA COVERED BREACHES IN DYKES (Reed. Aug. 9, 2.20 p.m.) TIENTSIN, Aug. 8. Feverklh preparations have begun against floods, which are slowly creeping up to the level c : f the streets. The swirling waters from the Paiho River already have covered a large area of the Chinese quarter. Breaches have been made in the dykes, thus flooding the plains to the west and south, but the water is still rising at TientsiM.
