INDIRECT AGGRESSION
EARLY PACT UNLIKELY NEW BRITISH FORMULA LOOPHOLE SUGGESTED (Elite. Tel. Copyright—United Pross Assn.) (Reed. Aug. 3, noon.) ■LONDON, Aug. 2. Reports from Moscow stale that the English. French and Soviet negotiators met to-day and discussed the question of indirect aggression. It .was indicated that the negotiators do not expect an early signing of a pact. The Toss Agency at 'Moscow has officially staled that the British formula concerning indirect aggression leaves a loophole for an aggressor, and that, this is the real reason for delay in 'the negotiations. The agency denies the statement made in the House of Commons by the Foreign Under-Secretary, Mr. R. A. Butler, that the main question is the independence of the Baltic States and Britain's disinclination, to trespass thereon. The agency alleges that Mr. Butler distorted the Soviet attitude, because both sides had agreed to respect the independence of the Baltic States. The radio at Moscow extended its news service in order to broadcast the speech made 'in the House of Commons by the Prime Minister, IMr. Neville Chamberlain, on Monday and to announce the names of the members of the British military mission to Moscow,
