JAPANESE PLANS SOVIET PAPER’S CLAIM MOSCOW, July 25. “The Japanese are preparing to convert the Manchukuo border lands into a springboard for an attack upon Russia.” This claim of a Vladivostok newspaper is widely quoted in the Russian press.
