STRIFE IN MANCHUKUO

AIR DEFENCE SCHEME PROVISIONS ENFORCED (Reed. July 27, 10 a.m.) LONDON, July 26. Messages from Tokio state that in view of the continued trouble on the .viianchukuo border the Government has announced the immediate enforcement throughout the Empire of the air defence provisions of the national defence law. This means that a virtual state of war has been proclaimed in Manchukuo, which is most concerned over the continual clashes with Soviet-Mongol troops. The Premier of Manchukuo has further decreed that troops are to replace the police and that restriction be imposed on meetings, British publications and land and water communications. A Kwantung message quotes an army communique which claims that 59 Soviet planes were brought down on tlie Manchukuo frontier yesterday. Japanese artillery heavily bombarded Soviet positions on the west bank or Jne Khalha River.
