NEARLY FULL STRENGTH SUCCESS OF RECRUITING (Tor Press Association.) WELLINGTON, this day. On July 20, the 'territorial force required only 1350 men to bring it up to the establishment of 1(3,000 for ail ranks, said Major Clifton, secretary of the Army Recruiting Committee to-day. As the present rate of erdisitmenl was between 900 and' 1000 a week, it was expected that the full establishment would be reached more quickly than anticipated

That, isaidi Major Clifton, was the reply to the persistent criticism that territorial recruiting was lagging and that men between the ages of 18 and 32 were not prepared to do tljcir duty.
