TREATY WITH SOVIET ANGLO-FRENCH EFFORTS MOSCOW SURPRISES PARIS SEEMING CHANGE OF TONE (Eiei\ Tel. Copyright—United Press Assn.) (Rcicd, July 5, 10 a.m.) LONDON, July 5. It is reported from Paris (that the Quai d’Orsay is to-day sending to the French, Ambassador to Britain, M. Corbin, new proposals for submission to Britain in order to meet Russia’s latest objections to the suggestions for a security pact. The Soviet's new demands took France by surprise, not being computable with the favourable report received after M. Molotov’s interview with tire French representative, M. Naggiar, and the British Ambassador, Sir William Seeds, in Moscow on Saturday. The French press unanimously denounces the continued dragging out of the negotiations. Chamberlain Accused “Pertinax” declared that Mr. Neville Chamberlain bungled the talks from the beginning and suggests that someone not connected with the Munich settlement should proceed to Moscow and speak direct wiith M. Stalin. Sections of the French press affirm that Moscow is raising the price every time Herr Hitler puts the democracies in a sweat over Danzig. The Times, in an editorial commenting on the negotiations for a pact with the Soviet, points out that Baltic States, must admit that Russia might have overrun them at any time in the past 20 years, but she had not made any such attempt. If Germany and Russia went to war, they would inevitably be drawn in for the command of the Baltic would be a principal objective of both parties. The ports of the marietime States would be prizes of incalculable value and each belligerent would be determined to win them.
