MEW RUSSIAN NAVY UNPRECEDENTED GROWTH RAPIDITY IN BUILDING CLAIMS BY ADMIRAL (Elec. Tel. Copyright—United Tress Asan.) (Reed. July 4, 11 a.m.) MOSCOW, July 3. Admirad Ivan Isakov, the deputy Commissar of the Navy, who recently returned from the United States, where, it is 'believed, he sought facilities for the construction of warships and ,armour plate, declared today that the rapidity and magnitude of the Russian naval construction was unprecedented in the history of the world’s war fleets. Admiral Isakov also claimed that the Russian submarine Heel was among the leaders in the navies of the world.
