The Administration offered a new neutrality measure to the House of Representatives to-night, but it was lost by 180 to 176 votes. It is similar to the Bloom Bill, except that it eliminated: (a) The modified arms embargo amendment written ini by the Republicans yesterday; <bK the provisions for a Presidential proclamation of combat zones; (c), all authority for the extension of shorttime commercial credits. The manoeuvre was an attempt to kill ,fhe modified embargo without resorting to a vote on it. Many member® who were against the embargo would not care ito go on record as being against'it.
