[PBR PBESS ASSOCIATION.] The Pacific Cable. Wellington, Jan. 30. The General Post Office advised that beginning forthwith, the original date, hour and minute to the nearest five minutes will be insetted free in preamble of messages from Europe, transmitted by the Pacific Cable, and messages from Canada and lUnited States bear the date and time of passing Vancouver. Addresses of messages from New Zealand via Pacific Cable will receive original date and nearest hour of presentation.
