Tr.e Panama Canal Treaty has been referred to the American Senate's Foreign Regions Committee, It provides that America pays t-n million dollars in gold, and thereaft r an annuity of a quarter of a million of dollars ; and insread of Hay's offer of 100,000 dollars for the 'eise of a zone six mihs wide bordering the canal, America is given the righs to protect by a military force such zone if the Republic of Columbia is unable to do so. The Treaty also provides for the lease of the canal for a century. Columbia, however, is to have a voice in that matter. The control of the waters from Colon to Panama i 3 vested in America in order to o. sure ths working of the canal; and America's extra territorial jurisdiction in regard to the terms pertaining to the canal is to be unquestioned. The port dues go to America in consideration Of the payment of the annuity. ,
