Realising the helplessnes of the situation, Herr Zutraven asserts that the financiers of the country are not attempting either to relieve the present, or fortify the future. “ A sudden more surplus of money would be of little avail,” Herr Zutraven continued. “ Our situation is unmistakably the result of a reaction from unhealthy conditions. Black as the out* look is, there is nothing to justify the belief that it will terminate in a general collapse three or six months hence. Many interests have reached a point beyond which a further decline is impossible. These include those leastcapable of wethering a storm. “ The worst feature of the situation is that it promises to endure at least a year. Hardships will continue, but not necessarily increase ; indeed, the chances are j all in the other direction, “Meantime, extreme conservatism is the watchword of those who control money affairs. Loans arc granted with reluctance. Operations of all kinds arc brought to a halt. Corporate and private business enterprise keep-’ close to shore, investing and spending only where necessity demands. “Enormous withdrawals of deposits, while they have proved a splendid test of the stability of the banks, left them stocked with cash. Only one in the whole of Germany may be said to bo in easy circumstances. Competent observers, however unite in the opinion that the present depression in Germany will be the basis for a rise to still greater heights. Our interest in the South African gold mines is always considerable. The loss of two years’ dividends has cut a deep hole in nation’s pockctbook. The discontinuance of mining operations has caused a double edged sword. Not only was one of our lucrative sources of gold cut off, but we are suffering the additional shrinkage of having to send gold thither,”
