Coloman Da Czlell, the Hungarian Minister of the Interior, declared in the Diet that the Triple Alliance was the best possible for affording a maximum of security. It was so Pacific that Great Britain although owing traditions had not joined, but was able to lean towards it. At the same time Austria-Hungary was able to act in concert with Russia over the Balkhans.
