~ . London, November 8. M. Delcasse has assured the Powers that beyond the private claim of France she confines her action to upholding the treaty rights and will evacuate the Island of Mytileue when she receives a guarantee against procrastination.
The circular is favorably received.
The Porte has announced to Pabst that authorisation is given to rebuild and repair the churches, convents, and other institutions, totalling 16 in the various villagers in pursuance of the Portes’ orders.
The seizure of the Mytileno customs by France was not resisted.
