China Waking Up.
Tokio, October 25,
The Japanese Press is unanimous in declaring that the country cannot allow Manchuria to become a Russian possession. They regard the promised withdrawal as illusory, and protest that the southern Viceroy's represent Chinese opinion in regard to Eussla.
Japan is negotiating with Ching _ and Li Hung Chang for concessions adjoining those of the British and French at Shanghai. The Standard's Shanghai correspondent states that it is reported that Yungli informed Li Hung Chang that the Dowager Empress strongly desires to the friendship of Eussia, who promised to prevent agression and protect her at Pekin. He added that the Manchurian treaty must be promptly concluded.
