Honci Kong, October 14.
Prince Ching has forwarded to the Powers a bond for 450 million taels war indemnity.
The Chinese new tariff comes into operation on November 11th.
Shanghai, October 14.
A Chinese edict is issued enjoining the officials to strenously enforce western reforms, and recommended Luikunyi and Chang Chitung to a place.
The Commissioners' edict declares that the destiny of the country is involved in the success of the reforms.
