In the House of Representatives the Immigration Restriction Bill went through Committee. Provision was inserted to prohibit the introduction of contract manual labor. Skilled workmen for new industries are exempted. Crews for coasting vessels are allowed to bo brought out provided the wages are the same as in force in Australia. Pacific Islanders Bill. The Pacific Islands Labors Bill has been circulated. The main provisions are that no Pacific Island laborers shall enter Australia after March 31st, 1904, and none shall inter before that date excepting under license. During 1902 licenses will be allowed to three fourths of the Islanders who returned to their native Islands during the present year, and during 1903, or to not more than half who returned to the Islands. No agreement is to remain in force after December, 1906. The persons exempted are those who resided in Queensland continuously for five years prior to Sep ember 1904, those employed as part of ships’ crew and those possessing exemption under the Immigration Restriction Act.
