TEACHERS’ SALARIES.

The Public School Teachers’ Salaries Bill was introduced in the House of Representatives yesterday. The measure provides for a scale and staffing and salaries as proposed by the Royal Commission on the basis of a £4 capitation, but it is proposed that , if the Governor at any time decide for : the salaries recommended by the Commission on the basis of a £4 2s 6d 1 capitation, he may declare by Order ’ in-Council that such salaries shall be 1 paid. It is provided, however, that until December 31st, 1903, any Board may retain on its staff any teacher whose salary is provided for according • to the scale then in force on June 30th, 1901. Further if it is shown to the , satisfaction of the Minister that It is inexpedient to adopt the new scale of staffing at once, the Board, with the written consent of the Minister, may make such modification in its staff as may be agreed upon. This, however, cannot be done later than December 31st, 1903, and the salaries paid while such an arrangement is in force must not be greater than those provided in the scale on the £4 basis. Until the 81st December, 1903, an Education f Board is not compelled to reduce the salary now paid to any teacher. The Government is to pay to each Board a sum sufficient for the payment of , salaries in accordance with the Act 1 together with a sum of £250 a year and 11/3 a year for each child in averrge daily attendance at a public school. The average daily attendance is to be ' computed in a manner prescribed by the regulations in school. Where the average attendance is over 20, the • Board must either provide a house for the head teacher or pay him house allowance as follows: i 20 and not over 50 ... , ... £2O 50 and not over 150 30 150 and not over 250 35 ( 250 and not over 240 40 420 and over 50 With the sanction of the Minister, Boards may add to the staff of a District High School to the extent provided by the regulations, the salaries ; to be paid out of the money appropriated by Parliament for the purpose.
