CIGARETTE SMOKING.
Tim Hon. Col. Pitt's Cigarctto Smoking by Youths Prohibition Bill provides a £lO penalty for every person who sells, gives, or supplies any cigarette to any youth under tbo age of 17 years. Every such youth, who smokes a cigarette, or any part thereof, shall be deemed to bo guilty of an offence, and shall be liable to a fine of 5s for the first offence,. 10s for the second, and £1 for the third. After the third offence the Court may order a whipping. The House, while inclined to pass the measure, seems inclined to strike out the clause providing for whipping ; nor is this to be wondered at, for it must be remembered that while it is desirable to stop " juvenile smoking," it is hard to convince youths of the justice of a law that allows their fathers to smoke while refusing the same privilege to them.
