Hong Kong, Sept. 5. The Russian Legation at Pekin claim that Russia’s intercession' saved Chun from the indignity of “ Kowtow. ’ London, Sept, o. The Times says that the Emperor’s apology to Germany is hardly explicit. The Empress Dowager did not express penitence for Ketteler’s murder, though she was the chief offender. Berlin, Sept. 5.
The Kaiser, in a serious and severe attitude, seated on the throne surrounded by princes, received Prince Chun and the Chinese Ambassador at the Palace at Potsdam. Without rising, he beckoned Prince Chun to approach and lie bowed thrice -in entering and leaving. He appeared to be very nervous, and handed to the Kaiser the Bmpevor’s letter expressing his deep regret at Kottlcr’s terrible end at the hands of the Boxers and rebellious soldiers, admitting that he is still deeply animated with a feeling of penitent shame, and hoping that tne Kaiser s indignation would yield to the old feeling of friendship and the resumption of intimate relations. Prince Ohun added that the Emperor personally stood aloof from the complications, though according to their national custom" ho assumed the blame ; but he hoped that past events were only a passing shadow.
