London, Aug. 26. Natung, a notorious Boxer sent on an expia'ory mission to Japan, has been detained at Shanghai. It is understood that the Japanese Government declines to receive him. There are persistent reports that the aim of the Czar's visit to France is to raise a loan and also to re-open the Manchurian question. A letter published in the Times and which the Times endorses, quotes official documents showing that Great Britain is unable to rely on Germany for help in any circumstances in the event of a conflict over Anglo-Russian interests in the Far East.
