Improved Prospects.
London, July 23,
In the House of Commons, Lord Cranhourne stated that the Allies in China had agreed to a basis of 4 per cent bonds payable to each Power concerned. Considerable progress has been made in regard to the revenues utilisablc in connection wjth the bonds. Eockhill cables that the amortization of bonds begins in 1902, and everything will be liquidated by 1940,
