The Federal Defence Bill provides for active defence by a force composed of permanent and citizen soldiers. The latter consisting of reserved naval and military forces and rifle clubs. All males between 18 and GO with a few necessary exceptions, are liable to serve in case of emergency. In ordinary times the force will be kept up. Voluntary enlistment in the permanent army are liable to serve beyond tbs Commonwealth'
